Dubai - Police have recovered the decomposing body of a missing Filipina in the Jumeirah district of Dubai. Last week 7DAYS reported that 38-year-old housemaid Mary Ann Carbellido, had been missing since an early morning driving lesson on August 12.

The victim’s younger sister Anariza Tangan, 35, was contacted by Bur Dubai Police at 11am yesterday to identify the body at the morgue.

“Police told me that they found her behind a villa in Jumeirah and they believe that she had died five to six days ago,” Anariza said.

She said that when she went to view the body, she could not recognise her sister’s face, which had turned black.

Police showed her Mary Ann’s silver watch, jewellery, and the black blazer and black jeans which she was wearing when she went missing.

“I could not go near the body which was wrapped except for her face. I was only able to positively identify her when the police showed me her belongings,” Anariza said.

Mary Ann has three children and a husband back in the Philippines, who she called at least three times a week. “I haven’t informed anyone yet in the Philippines. Her employer told me today that he will cooperate with the CID to trace the whereabouts of the person who took my sister to the driving school. He said that the person who drove her to her driving lesson has already left the country,” Anariza said.

OEC Question

I want to know about Overseas Employment Certificate (OEC). All i know is that if we are going for Vacation (to Phil) we need to get OEC for us to show to immigration officer when we will return to our work abroad, because the immigration will not allow us leave the country without getting OEC. But my question is if we are new hire, do we need to get OEC?

STATEMENT FROM THE FILIPINO PRESS CLUB-DUBAI

ON THE DEROGATORY ARTICLES OF MALU FERNANDEZ

Ms. Malu Fernandez’s travel columns “From Boracay to Greece ” (People Asia, June 2007) and “Am I being a diva? Or do you lack common sense?” (Manila Standard Online, July 30, 2007) continue to draw negative reactions from Filipinos here in the United Arab Emirates (UAE).

While we, the Filipino Press Club in the UAE, believe in press freedom and the wide latitude given to writers in expressing their conscience, we believe that Ms. Fernandez and her editors overstepped the bounds of responsibility with these stories.

The incident recounted in her flight via Dubai to Manila in which she berated fellow Filipinos (who had already endured the misfortune of working away from their families) on board Emirates for wearing “cheap” perfumes had no significant bearing to her story.

This particular anecdote did not provide any form of entertainment, learning opportunity or even delightful trivia to the readers. To suggest all Dubai-based OFWs smell awful because they are unable to afford expensive perfumes like the one she’s wearing is high-brow snobbery.

It is the same snobbery stamped on the psyche of some members of the Philippine society’s elite that has caused the yawning gap between our rich and poor, and the economic exodus of which millions of us Filipinos have now become a part.

To enlighten Ms Fernandez and her editors, Consul General Maria Theresa Taguiang from the Philippine Embassy in Abu Dhabi cited unofficial estimates (as of December 2006, submitted to the Philippine Congress) that there are now 250,000 Filipinos in the UAE. Of that figure, 24 percent are professional workers, 35 percent are skilled, 24 percent unskilled and 16.89 percent household workers (housemaids, personal drivers, nannies, cooks, tutors, gardeners, among other household staff).

More local as well as foreign companies in the UAE are employing Filipino workers because of their proficiency in English and admirable work ethics.

A print medium that aspires for relevance in today’s competitive media world cannot hide under the skirt of press freedom for its licentiousness to insult a group of people. One’s freedom to poke her fingers begins where someone else’s nose begins.

Ms Fernandez’s unrepentant response to the barrage of angry reactions from OFWs and their loved ones (“I obviously write for a certain target audience and if what I write offends you, just stop reading”), simply adds fuel to the fire.

A nation like the Philippines that aspires for renewal and regeneration needs a responsible press with a high level of sensitivity to all sectors that comprise it.

We strongly demand that the publishers of People Asia and Manila Standard Today to take full responsibility and do the right thing: give Ms Fernandez and her editors a disciplinary action and apologise to the people insulted by these articles.

RULES and REGULATIONS:

1. The project will be from July 2007 to February 2008.

2. The books must not be obsolete.

3. Books must be in fair condition.

4. Reference books, textbooks and educational books or materials are accepted including educational comics and magazine.

5. You can donate any book they want, for so long as they do not bring the following for donation:

a. FHM and other related magazines showing indecent photographs
b. MTV Ink, Press, and other music magazines
c. C!, Playstation, Counter Strike, and other gaming and car magazines
d. Gun Magazines

6. Donated books should be owned by the one donating it or she must have authorization from the owner.

7. Ownership of the books upon donation becomes the property of Brotherhood of Destiny, Inc. (BROOD) under the Donate-A-Book Project.

8. Only the organization has the final discretion on where the books will be given and where the Community Reading Center will be established.

9. For this phase 50% of the books will go to Mindanao, 30% to Visayas and the remaining 20% to Luzon. However, if the project is chapter initiated the chapter has the authority to suggest the project location for the books collected.

10. Donors are required to send their fullname, his/her address and contact number so that we will be able to determine our donor of books and credit them for it.

11. Partner organizations who helped the project will be credited and has the option to suggest Community Reading Center sites.

12. Drop-off sites for donated books will soon be announced for now all book donations should be coordinated with the project coordinator for schedule of pickup and where to send them. Celebrate The Sea Marine Festival 2007 Brings Spotlight To RP’s Dive Destinations

In its effort to promote the Philippines as one of the best diving destinations in the world, the Philippine Department of Tourism (PDOT) collaborates with Ocean Environment Australia in the staging of the 6th Celebrate the Sea Marine Imagery Festival (CSMIF) in Manila on September 21 to 23, 2007 at the Coconut Palace.

CSMIF is the biggest imaging event of the sea in the Asia Pacific. Since 2002, the annual festival previously held in Singapore and Malaysia has attracted entries from over 38 countries.

Conducted in association with the World Festival of Underwater Pictures, Antibes also known as the Cannes of Underwater Film Festival, the presenters proposed to take CSMIF to Manila in 2007 with the intention to make the city the permanent home for the festival for three years. This will position Manila as the capital of underwater imagery in the Asia Pacific.

PDOT Assistant Secretary and Executive Director of the Philippine Commission on Sports and Scuba Diving Cynthia Carrion enthused, “We are pleased that the country has been chosen as the venue of this prestigious event. Placing the Philippines in the map of international dive sites.”

“Divers attending the festival from all over the world will be drawn to our numerous dive spots.” Carrion added, “The divers will not only enjoy our underwater attractions but also our world-class facilities, above the ground sceneries and the warm Filipino hospitalities. ”

“The festival has evolved to be one of the most important international events of the sea as it raises the awareness and public interest in marine life. It inspires and motivates people to protect and preserve our natural environment. ”

The event is comprised of children’s painting competition, an exhibit of marine feature documentaries, international prints competition and posters display on marine environmental issues.

There will also be seminars by a panel of world renowned image makers and marine scientists such as David Doubilet of National Geographic, Jennifer Hayes (aquatic ecologist), Brad Norman (whale shark scientist), Michael Aw (author of Celebrate the Sea), Daniel Mercier (founder of World Underwater Picture Festival) and Scott Tuason (author of Anilao and Bahura).

Principal highlights of the event are: the international Underwater Imagery Competitions — the centerpiece of the Celebrate the Sea Festival with $30,000 worth of prizes up for grabs. It is the most prestigious underwater imaging competition in the Asia Pacific. Open to anyone in the world, the macro, wide angle and black and white photographs, digital images, short video and feature documentary films, and books all add to the international flair to this festival. In 2006, 4,500 entries came from 38 countries.

The Philippines WOW Shoot-out Competition will be held from September 16-20, 2007. Competitors are invited to compete at any of the supporting resorts/operators. They will just have to submit their entries for judging on Friday, September 21, 2007. Results will be announced during the award ceremony along with the results of the international competition.

Lastly, is the international Underwater Film Festival; Fifteen award-winning documentary features from the World Underwater Pictures Festival Antibes will be specially brought for screening through the 3-day weekend festival. Selected entries from the films in competition will also be shown.

Photographers and filmmakers may send in their entries to compete for the following prestigious titles: The WOW Award — for the most outstanding image; The Hi-Five Award — for the highest scoring or the most well-balanced portfolio; and The Quick Draw Award — for the best action shot.

With the recent irresponsible, elitist, bigoted, and discriminating comments made by Manila Standard Today columnist Marlu Fernandez in her People Asia magazine article “From Boracay to Greece” in which she makes many belittling comments about Overseas Filipino Workers and Filipinos in general, the response from Filipino bloggers have been overwhelming, and have not been light on the criticism. When do we say enough is enough and that we will no longer stand for the bigotry and discrimination that takes place, not only in this country but all around the world?

For her part, in her “apology”, Malu Fernandez addressed the emails responding to her article. However, the apology, was nothing more than another attempt to take a jab at Filipinos and to once again assert that she’s an elite that those in lower socioeconomic classes just fail to understand or comprehend her “wit”.

However I forgot that the hub was in Dubai and the majority of the OFWs (overseas Filipino workers) were stationed there. The duty-free shop was overrun with Filipino workers selling cell phones and perfume. Meanwhile, I wanted to slash my wrist at the thought of being trapped in a plane with all of them.

While I was on the plane (where the seats were so small I had bruises on my legs), my only consolation was the entertainment on the small flat screen in front of me. But it was busted, so I heaved a sigh, popped my sleeping pills and dozed off to the sounds of gum chewing and endless yelling of “HOY! Kumusta ka na? At taga sann ka? Domestic helper ka rin ba?” Translation: “Hey there? Where are you from? Are you a domestic helper as well?” I though I had died and God had sent me to my very own private hell.

On my way back, I had to bravely take the economy flight once more. This time I had already resigned myself to being trapped like a sardine in a sardine can with all these OFWs smelling of AXE and Charlie cologne while Jo Malone evaporated into thin air.

All in all, it’s been a pretty good summer. Jetting from the Aegean Sea to the Pacific may sound a bit pretentious until you wake up in economy class smelling like air freshener.

Understandably, The Manila Standard Today, received a few emails of complaint, so Malu Fernandez decided to respond.

As I type this, I’d like you to know that it’s not about whining, complaining and bitching but just stating the facts. Just recently, I wrote a funny article in my magazine column and my friends thought it was hilarious. It was humorous and quite tongue-in-cheek, or at least I thought so, until the magazine got a few e-mails from people who didn’t get the meaning of my acerbic wit. The bottom line was just that I had offended the reader’s socioeconomic background. If any of these people actually read anything thicker then a magazine they would find it very funny. Most people don’t get the fact that they need bitches like me to shake up their world, otherwise their lives would be boring and mediocre. I obviously write for the a certain target audience and if what I write offends you, just stop reading.

Although it may sound elitist to you the fact is this country is built on the foundation of haves, have-nots and wannabes. One group will never get the culture of the other. Although I could mention that it is easier to understand someone who has a lower socioeconomic background that would entail a whole other page and frankly I don’t want to be someone to bridge the gap between socioeconomic classes. I leave that to the politicians in my family who believe they can actually help. Now I seriously ask you, am I being a diva or are people around me just lacking in common sense? Perhaps it’s a little of both!

Kabayan not in favor of fixed forex rate for OFWs

Pegging the peso-dollar rate at P50:$1 for overseas Filipino workers (OFWs) won’t be easy to implement, according to Vice President Noli De Castro, concurrently the presidential adviser on OFWs.

Instead of having a special foreign exchange rate for OFWs, a section of society who bear the brunt of a strong peso, De Castro suggested that concerned government agencies take a look at other options to help OFWs and their families mitigate the impact of the peso appreciation.

A group of OFWs based in Jeddah, Saudi Arabia has initiated an online petition for overseas Filipinos asking President Gloria Macapagal Arroyo to fix the peso-dollar rate at 10 percent premium above the market rate or peg it at P50:$1.

“Mukhang mahihirapan tayo d’yan. Nagtanong na kasi ako sa mga concerned agencies tungkol d’yan at ang sabi nila mahirap `yan kasi exchange rate `yan, hindi kontrolado ng gobyerno,” de Castro said in a phone interview with GMANews.TV.

“Kasi ang proposal yata is to fix the exchange rate at P50: $1. `Yung balance papaano? Subsidize ng government? Magkano `yon (subsidy), they should tell us,” the Vice President said.

De Castro said he thought of asking the Bangko Sentral ng Pilipinas (BSP) to reduce bank charges on remittances from Filipinos abroad.

Manolo Teodoro, who describes himself as a Colombian-Filipino mestizo, is – as far as I know – my only reader in the whole of South America. He says that he used to co-anchor the evening news in Channel 9, with Kathy Santillan. For the past several years he has been news anchor or co-anchor for Bogota’s largest TV network.

He recently sent me the following email,

“Tony, There is a Filipina living in Bogota, Colombia.

“She had made a huge mistake. She believed a Nigerian citizen in Bangkok who convinced her in 2000 to come here to pick up some emeralds to bring back to Asia.

“Emeralds are one of Colombia’s chief legal exports. She accepted the offer and came to Colombia in 2001 . Here she was given a suitcase. In it was a pack of emeralds. What she did not know was that the suitcase also contained two kilos of pure cocaine hidden inside the lining.

A $400 scam

Yet another dollar scam. We never learn. A mere five years from the Multitel/Baladjay series, the pyramiding scheme is hitting the headlines again. This article is about something else—a devious event the amount of which is mind-boggling but will never see the light of day.

Leonida is a 45-year-old woman who looks older than her age. She is a domestic worker in Hong Kong who put her five children to school and to support her husband. Her husband relies on her remittance to take care of the household. Finally, after graduating her youngest from high school, she decided to come home. It has been a good and tough 20 years away.

She managed to save up despite the mounting expenses. She opened a small store. Armed with basic financial literacy, she maintains two bank accounts—one in pesos and another in dollars. When sales are slow and from time to time, she withdraws from the dollar account and exchanges the dollars for pesos to make ends meet. Although two of her kids are already college graduates, the eldest hardly makes enough. The second is still looking for a job. Her reserves are dwindling fast.

Last month she had to make another withdrawal. Her account balance in the dollar passbook showed $2,800 when, by her calculation, it should be $3,200. The last time she took money was in April when it read $3,400 minus $200. She ought to know, the account being a product of her lifetime savings. Upon closer inspection, she noticed that a few lines of her passbook were garbled. To anyone who has ever held a passbook, this happens occasionally when the printer or passbook misaligns or when there are clerical errors in the entries. This was not the case. Leonida was a victim of a scam. Suddenly, she was $400 poorer.

UP Centennial Commission launches literary contest

The UP Centennial Commission is formally launching the Gawad Likhaan: The University of the Philippines Literary Prize on Friday, June 29, 2007, 3:45 pm at the Bulwagang Recto, Faculty Center, UP Diliman. This Contest is administered by The UP Institute of Creative Writing (UP-ICW) as part of the celebrations of the UP Centennial in 2008.

There are six awards, each one worth P200,000, for original, book-length works in 3 genres in either English or Filipino: the novel or short story, poetry, and creative nonfiction or sanaysay. Only one prize per genre in either language will be awarded.

The complete rules are available at the UP-ICW office in UP Diliman. They will also be uploaded on the UP-ICW website and on www.panitikan. com.ph, the literary portal hosted by the UP-ICW.

All entries to the contest are to be submitted to the Board of Judges, Likhaan: The UP Institute of Creative Writing, Faculty Center, UP Diliman. Deadline for submission is Monday, March 31, 2008 at 5 pm. The names of the winners and the members of the board of judges will be announced in June 2008.

The UP-ICW is also sponsoring two other events taking place on the same day as the launch. Some 13 years ago, a big-time scandal similar to what’s happening with Performance Investment Products Corp. (PIPC) rocked society and the financial community. Those familiar with “Bancap” would immediately recall Marilyn Nite — president of Bank Capital Development Corp. who victimized banks and investors by selling treasury bills several times over, with different individuals believing they were the owners of the same T-bill. The scam became so successful that Nite — who was aided in her operations by Nunelon Bradley and Vicky Magalona-Escalambre — got away with P2.5 billion (approximately $200 million). The hook was that the T-bills from Bancap would give 12 percent higher rates than those brought from other sources. The girls’ persuasive powers apparently got a lot of help from their so-called “feminine wiles,” showing a bit of flesh here and there to lure their targets.

Nite ran off with the money and hid in the United States, reportedly using a fake passport under the name of Marilyn Perez. At the time, the Philippines and the United States had just signed an extradition treaty, so when FBI agents caught her sometime in 1997, Nite became the first ever Philippine “extraditee.” The NBI report was very clear that Nite was involved in the scam, but the minute she arrived, she posted a P20,000 bail and up to now, the case is slowly going with postponements and all kinds of legal maneuverings. Nothing has been heard about Nite since. The Bancap scam was such a huge mess that a young banker — who could not believe how stupid he had been — even took his own life.
The slow resolution of such cases is probably one reason why scumbags continue to victimize people — who could not resist the promise of quick and huge returns on their money. Francswiss — that international Internet scam which promised a 4.5-percent daily interest on an initial investment of $1,000 — even capitalized on the names of popular celebrities to con people into investing approximately P1 billion. And now comes this Singaporean Michael Liew of PIPC whose main victims were the wealthy, running away with $250 million of investors’ money. NBI director Nestor Mantaring is really going out of his way to catch Liew and the Francswiss people, but even if they catch these people, nothing seems to be done to punish these criminals and make an example of them.

All these scams have the same kind of modus operandi that applies the pyramiding scheme one way or another. One of the worst ever was Multitel and Rose Baladjay. This woman really went after teachers, soldiers, police corporals, housewives, retirees — all those small people. She was caught in 2003 and she’s supposed to be in jail, but they say she’s actually living like a queen with even her manicurista going in to service her in jail. The sad part about these scams — from Bancap to Francswiss to PIPC to Multitel — is that it’s not only the moneyed who get victimized but worse, the small, honest people who put all their hard-earned money into the hands of these scumbags. This is where the real crime is — a person’s whole life savings lost to these criminals. Government has to do something to make these criminals pay up, because from what I hear, people who lost their entire savings are ready to take the law into their own hands. Some are planning to go after the relatives of PIPC head Michael Liew and the Francswiss guys, perhaps through a “kidnap-for-ransom” scheme to get back their money from these scumbags.

RP Embassy in Riyadh cautions Pinoys against risk of smuggling drugs into Saudi Arabia

Kahit saan mag-punta, wag ng magdala ng mga ito, dahil wala naman talagang nagagawang mabuti ang mga illegal drugs o tulad nito, kapag kayo ay nakitaan, at kayo ay guilty naku baka mapugutan kayo ng ulo sa Saudi. Kawawa ang maiiwang pamilya ninyo sa Pilipinas.

The Philippine Embassy in Riyadh has warned anew Filipinos going in the Saudi Arabia not to bring in illegal drugs or any prohibited substances due to intensified crackdown and more stringent measures imposed by the Kingdom, the Department of Foreign Affairs reported Wednesday.

MPD creates “Task Force Katapat” to go after Kotong cops

The days of the so-called “kotong cops” are now numbered.

This was the warning of Senior Superintendent Danilo Abarzosa, Manila Police District Officer-in-Charge (MPD-OIC), as he announced the creation of “Task Force Katapat” to go after the abusive and scalawag cops.

Abarzosa said the task force will serve as the MPD’s monitoring arm to go after and probe the so-called “kotong cops.”
